Skills in the "Construction Foreman" professional specialty were assessed by TKTA

On June 8–10, 2026, within the framework of a joint partnership between the Education Quality Assurance Agency (TKTA) and “Norm” OJSC, an assessment examination for the “Construction Foreman” (“İnşaat ustası”) vocational qualification was organized as part of the recognition of non-formal and informal learning. A total of 26 members of the Norm Masters Club participated in the examination.
It should be noted that candidates who successfully completed the theoretical examination stage for this vocational qualification were invited to the Baku State Vocational Education Center for Industry and Innovations to take part in the practical examination.
The Assessment Commission, chaired by Vugar Baghirli, Director of the Legal Support Department of TKTA, included Fuad Mehdiyev, Advisor to the Chairman of the Board of the State Employment Agency; Nurana Huseynli, Corporate Social Responsibility Project Manager at Business Insight International Research Group; and Bakir Guliyev, who participated as an independent expert in the field.
The main objective of this initiative is to support citizens’ integration into the labor market, expand their employment and income opportunities, and contribute to the implementation of state policy in this area.
For information, the process of assessing and recognizing knowledge, skills, competencies, and experience acquired through non-formal and informal learning pathways by TKTA consists of two stages. In the first stage, candidates take a theoretical examination. Those who successfully complete this stage become eligible to proceed to the second stage—the practical examination. Candidates who successfully pass both stages are ultimately awarded the relevant vocational certification.
Additionally, it should be noted that the certificates issued by the Agency are recognized as equivalent to a document of education at the initial vocational education level, in accordance with Decision No. 279 of the Cabinet of Ministers of the Republic of Azerbaijan, dated August 5, 2020. This document grants its holder the right to continue education at the next level of vocational education and to begin professional employment in the relevant vocational field.
