Number of appeals to "Women Helpline Service" increased 2.5 times during the year

In 2025, the “Women Helpline Service,” operated with the support of Azercell, provided assistance to nearly 4,000 women.

The number of appeals to the "Women Helpline Service" which operates with Azercell’s support to enhance women’s safety, protect their rights, and strengthen their social welfare, increased significantly over the past year. While 1,623 appeals were received in 2024, this figure rose to nearly 4,000 in 2025. This roughly 2.5-fold increase reflects women’s growing trust in the available support mechanisms.

According to statistics, the majority of appeals were related to psychological support, cases of violence, and legal assistance. Specifically, of the appeals recorded throughout the year, 1,105 were for psychological support, and 655 were related to cases of violence. While domestic violence accounted for the majority of violence-related appeals, 101 cases involved cyberbullying, indicating growth in this area. Additionally, 583 appeals concerned legal assistance, 336 involved difficulties during divorce proceedings, 267 were about social and financial welfare, 257 related to shelter provision, and 207 concerned education. 

Furthermore, 77 appeals were related to human trafficking. These cases primarily involved running away from home, begging, early marriage, and labor exploitation. There were also 47 appeals concerning health rights.  

Analysis of the appeals shows that women face various forms of violence, including physical, psychological, sexual abuse, and neglect. While some individuals faced only one type of violence, most cases involved multiple forms simultaneously. In this context, recording of 32 appeals related to suicide clearly demonstrates the need for comprehensive and multi-dimensional support for women.

In response, in 2025, a large-scale social project called “Offline Women” was implemented to strengthen support mechanisms for women. Azercell launched this initiative in collaboration with the “Ümidli Gələcək” Public Union as part of the International Day for the Elimination of Violence Against Women on November 25 and the UN “Orange Day” initiative.

The project aims to raise public awareness of violence against women and provide accessible and safe avenues for women, especially those living in difficult circumstances and with limited knowledge of existing support resources, to seek help.

As part of this effort, offlineqadinlar.az platform was launched to provide structured and reliable information on steps to take in cases of violence, psychological issues, economic challenges, and other situations, in accordance with the Azerbaijani legislation. The platform allows women to learn about their rights, access initial psychological and social support through video materials, take psychological tests, and obtain comprehensive information about relevant organizations that can assist them.

In 2025, within the framework of these initiatives, the “Women Helpline Service” brochure was translated into Spanish with the support of the Embassy of Mexico in Azerbaijan and made available.

It is worth noting that the “Women Helpline Service”, established through Azercell’s initiative, received more than 12,000 appeals between 2022 and 2025.

The “Women Helpline Service” is implemented by the “Ümidli Gələcək” Public Union with the support of Azercell and the State Committee for Family, Women, and Children Affairs of the Republic of Azerbaijan. Expanding the social support ecosystem for women remains one of the key priorities of Azercell’s corporate social responsibility strategy.
